Following the Historic White House Accord on Super Intelligence, where the World's most important Technology Companies came together, and confirmed their responsibilities to the American People, I am announcing the formation of the Super Intelligence Force (SIF). The Super Intelligence Force is tasked with coordinating the effort of the Federal Government to ensure that America continues to lead the World in Super Intelligence, which many say is bigger than the Industrial Revolution, and the Internet, and will protect the interests, and improve the lives, of all Americans. 克萊頓統籌美國18個情報機構，先前擔任曼哈頓聯邦檢察官，並在川普第一任期領導證券交易委員會（Securities and Exchange Commission）。參議院確認聽證會上，他稱人工智慧是「改變遊戲規則的因素」（gamechanger），同時也構成「威脅」（a threat）。被問及人工智慧時，他告訴議員：「當一件事既是機會也是威脅，你最好把它牢牢掌握住」。
川普使用「超級智慧」（super intelligence）一詞後，太空探索技術公司（SpaceX）負責人馬斯克（Elon Musk）周日也在他的個人社群回應，說超級智慧「比人工智慧更好」，並把該公司的人工智慧部門從SpaceXAI更名為SpaceXSI。

參議院情報特別委員會副主席、維吉尼亞州民主黨聯邦參議員華納（Mark Warner）謹慎歡迎這項任命，但指出「行政部門一直抗拒有意義的防護措施，卻沒有提出嚴肅替代方案，以因應日益強大的人工智慧系統帶來的國家安全風險」，「我期待與克萊頓總監合作，確保美國領先中國及其他對手，強化我們最先進人工智慧系統的安全與韌性，並建立嚴格測試與防護，使日益強大的系統保持安全、可靠，並置於人類控制之下」。
川普9月宣布設立「人工智慧部隊」（AI Force），並設一名「沙皇」監督這項技術的發展、監控「不良」發展。當時科技業領袖警告，人工智慧發展太快、難以控制，可能傷害人類。但川普大致把對人工智慧發展及支撐這項技術的資料中心興建的疑慮擱在一旁，堅稱持續發展對在全球人工智慧競賽中擊敗中國至關重要。
為回應外界關切，川普除沙皇外另設諮詢委員會，並曾承諾由「高智商」人士領導；他也最近與人工智慧業界領袖會面討論疑慮。上周二（9月29日），川普與6名企業高層在白宮簽署人工智慧協議，承諾設立內部與外部監督機制，確保技術按預期使用，並處理安全問題。
川普2025年1月重返白宮時，最初設立人工智慧與加密貨幣沙皇職位。創投家兼科技商人薩克斯（David Sacks）擔任這項職務至2026年3月，因「特別政府僱員」（special government employee）身分達到聘用期限而卸任；他仍共同主持總統科學技術顧問委員會（President’s Council of Advisors on Science and Technology）。川普先前曾向信任的網路媒體《Axios》提起克萊頓可能出任人工智慧沙皇，9月時說他是「一個好人」，任命他「是個好主意」。
